That the group dimension was apart of the explanation rather than the sole factor is consistent with a sensible interpretation of the group polities idea. However this (admittedly) simple theory, is fairly consistently distorted by critics to be simple-minded: to suggest that it means that only interest groups determine policy 32 Shel/, Greenpeace and the Brent Spar outcomes. A 'fantasy group theory' that only groups count has nonetheless entered the literature as a version 'set up to fail' by the critics.
